It was acquired at a meet and greet event in 1992. Since it was acquired in person there is no certification. Please compare the signature against those that have been authenticated. There is a second autograph above Willie's. I believe it was signed by his wife Annie but cannot guarantee it. As shown in the last picture there is yellowing on the back.
