They were made by 'Salter', an English company renowned for their high manufacturing standards. Difficult to date but probably from early 20th century - 1910/20ish.
The large brass plate has a wealth of detail starting with "SALTER'S IMPROVED CIRCULAR SPRING BALANCE' and, of course, a scale of measurements.
Possibly the most outstanding feature is the lead seal that would have been applied by Customs & Excise to show the item had met the stringent accuracy standards required.
So, a rare find, and a stunning addition to your kitchen decor.
